A Terrorism Prevention Bill is expected to be discussed and put to vote in South Korea's National Assembly in April 2002. The proposed Act has raised serious concern in the human rights community, as it contains provisions which directly contravene international human rights treaties to which South Korea is a party. At the same time, many of its provisions appear to be clearly open to abuse by law enforcement officials but the proposed Act fails to provide adequate safeguards against such abuse.
