In this document Amnesty International calls on the USA to fully restore habeas corpus, a procedure reflecting a fundamental rule of law principle that serves to protect detainees and to promote government accountability. It urges the USA to abolish the Combatant Status Review Tribunals (CSRTs) - and the Administrative Review Boards (ARBs) established two months later to provide a "discretionary" annual review of CSRT-approved detentions - as ill-judged constructs in its "war on terror" and as part of closing the Guantánamo detention camp.
